"Kosovo's Leader: EU Is 'Weak,' U.S. Needed For Talks With Serbia"

https://www.rferl.org/a/kosovo-serbia-thaci-vucic-eu-merkel-macron-mogherini/29911703.html

"Thaci said after a meeting with EU foreign policy chief Federica Mogherini in Berlin that 'the European Union is too weak and disunited to move things forward in the Western Balkans.' He added that 'no talks or agreement are possible without the participation of the United States of America.' Thaci, who is in the German capital for talks with Serbian President Aleksandar Vucic, Mogherini, German Chancellor Angela Merkel, and French President Emmanuel Macron, also met with U.S. Ambassador to Germany Richard Grenell."

"Afghan Civilian Casualties Down; Coalition Forces Killed More Than Taliban"

https://www.rferl.org/a/un-says-afghan-civilian-casualties-down-by-23-percent-in-2019/29900293.html

"The UN Assistance Mission in Afghanistan (UNAMA) noted that civilian casualties from the war in Afghanistan fell by almost 25 percent during the first three months of 2019 compared to the same period a year earlier – with a total of 581 civilians killed and 1,192 wounded. When the number of civilians killed and wounded were combined, the UNAMA report says attacks by Taliban and other militants still caused more casualties than pro-government forces."

"'The absolute majority of Ukrainians again, just as they did five years ago, want radical political change. In that sense, this was a kind of Maidan -- but an electoral one,' Ukrainian political analyst Volodymyr Fesenko told RFE/RL, referring to the central Kyiv square at the heart of the 2013-14 protests that helped oust Russia-friendly President Viktor Yanukovych and paved the way for Poroshenko’s election. (...) [Zelenskiy] said that his top priority as president would be to secure from Russia the release of all Ukrainian prisoners of war and other prisoners and pledged to 'reboot' the Minsk process for resolving the conflict in parts of eastern Ukraine. 'Our first task is the liberation of our prisoners,' he said. 'I will do everything to get our boys home. All our prisoners, without exception.'"

"Serbia, Kosovo Mark Anniversary Of NATO Bombings, But View It Very Differently"

https://www.rferl.org/a/serbia-kosovo-mark-anniversary-nato-bombing-raids/29840205.html

"Serbian President Aleksandar Vucic blasted NATO’s 1999 bombing campaign of his country, claiming it was 'a crime' that led to the deaths of 2,500 civilians and billions of dollars in damage. However, neighboring Kosovo, which was the beneficiary of the attack, on March 24 said it will 'forever be grateful' to the Western military alliance and the United States for intervening to help stop the bloodshed in the region. Serbia and Kosovo were both marking the 20th anniversary of NATO’s 78-day air campaign in what was then the Federal Republic of Yugoslavia. The onslaught began on March 24, 1999, and helped end Belgrade's crackdown against ethnic Albanians in its then-province Kosovo."

"Pentagon Planning To Test Long-Banned Missiles After INF Pullout"

https://www.rferl.org/a/pentagon-to-test-cruise-missiles-inf-treaty-russia/29820423.html

"'We're going to test a ground-launched cruise missile in August,' a senior defense official, who declined to be named, was quoted by Reuters as saying on March 13. Pentagon officials spoke to a small group of reporters on the condition that they would not be identified. The United States on February 2 launched the six-month process of leaving the INF Treaty after Washington and NATO repeatedly accused Moscow of violating the accord by developing the 9M729 cruise missile, also known as the SSC-8. (...) The U.S. cruise missile to be tested in August will have a range of 1,000 kilometers, Reuters quoted a Pentagon official as saying. If the test proves successful, the missile could be deployed in about 18 months, the official said."

"After The Caliphate: To Repatriate Or Not To Repatriate?"

https://www.rferl.org/a/after-the-caliphate-to-repatriate-or-not-to-repatriate-/29800688.html

"Trump specifically called upon 'Britain, France, Germany, and other European allies' to 'step up and do the job' to ensure that captured IS extremists face trial in their countries of origin. 'The alternative is not a good one in that we will be forced to release them,' Trump tweeted. But in the two weeks since Trump tweeted those remarks, many EU countries have said that captured IS fighters and their family members should be prosecuted where their alleged crimes occurred. That means mostly in Syria or Iraq. The European Commission says more than 42,000 foreign fighters joined terrorist organizations from 2011 to 2016 -- mostly the so-called Islamic State. It says about 5,000 were thought to be from Europe. EU foreign policy chief Federica Mogherini has ruled out any EU role in the repatriation dispute. She says the issue is one to be decided by national governments.“

"White House Now Says 400 'Peacekeepers' To Remain In Syria, Up From 200"

https://www.rferl.org/a/us-keeping-peacekeepers-syria-pullout-kurds-russia-iran-turkey/29786293.html

"A White House official on February 22 confirmed the revised number and said they will be based as part of the Tanf garrison in northeastern Syria. White House press secretary Sarah Sanders on February 21 had said that a 'peacekeeping' group of about 200 troops would remain in Syria for a 'period of time.' There was no immediate explanation for the revised figure of troops. The U.S.-backed, Kurdish-led Syrian Democratic Forces (SDF) hailed the U.S. decision to keep military personnel in northern Syria as a 'positive' sign, saying it might encourage other members of the U.S.-led coalition to maintain forces in the country."

"UN Official Says Peace Negotiations For Ukraine Have 'Lost Momentum'"

https://www.rferl.org/a/un-ukraine-conflict-minsk-accord/29767153.html

"A top UN official said the negotiations aimed at implementing the 2015 Minsk accords and ending the conflict in eastern Ukraine have lost momentum. Assistant Secretary-General Miroslav Jenca made the comment in a speech before the UN Security Council on February 12, at an event marking the fourth anniversary of the accords. Jenca said negotiations 'appear to have lost momentum' and that neither Russia nor Ukraine appear to be willing to agree on key steps forward. The conflict, which erupted in 2014 at around the same time that Russia annexed Ukraine's Crimea Peninsula, has killed more than 10,000 people and displaced more than 1 million.“

"Macedonia has said it expects Greece to be the first NATO member to ratify the accession protocol, after which the country will begin to call itself by its new, agreed-upon name. Macedonia and Greece approved an agreement under which Macedonia agreed to change its name to the Republic of North Macedonia. Since 1991, Greece has objected to the name 'Macedonia' because it has a northern province with that name. The name change deal, dubbed the Prespa agreement after the border lake where it was signed last year, ends a 27-year dispute between the two neighbors. A NATO official told AFP that after the signing of the accession protocol, 'the accession process then moves to the capitals of the 29 allies, where the protocol will be ratified according to national procedures.' 'Once that process is completed,' the official said, 'the country will become a full member.'"

"(...) Moscow's interest in Venezuela is driven by its quite tense relations with the United States and it wants to [provide a counterbalance to] the United States. Establishing close relations with Venezuela gives Moscow a certain nuisance power in relation to the United States, and that can be used as a bargaining chip in future dealings with the United States. It also can be kind of a showcase for Russia's aspirations to be considered a global power. But Russia also has certain economic interests in Venezuela which have to do with its arms sales. Venezuela is a big purchaser of Russian arms, and Russia has also gained very favorable assets and contracts in Venezuela's oil-and-gas sector."

https://www.rferl.org/a/analysis-under-moscow-pressure-could-belarus-s-balancing-act-come-crashing-down-/
29720188.html

"However, many analysts see the current activity as part of a larger pattern spanning the two countries' entire post-Soviet history, in which Lukashenka deftly offers or withholds his support for Moscow in complex bargaining for the Russian economic subsidies on which his country relies. Kenneth Yalowitz, a fellow at the Wilson Center in Washington who served as U.S. ambassador to Belarus in the 1990s, told RFE/RL that Lukashenka's appetite for merger is at a low ebb since Russia's 2014 annexation of Ukraine's Crimea region and Moscow's involvement in the military conflict in eastern Ukraine. At the same time, he noted, Russia's economy is groaning under the strain of Western sanctions and other priority projects for Putin, leaving Moscow unable to bear the cost of absorbing Belarus's basket-case economy. (...) in Russia the prospect of taking on the Belarus economic project would likely not be greeted as enthusiastically as the annexation of Crimea was by a population that has seen significant tax hikes and a painful increase in retirement ages in the last few months."

"The Soviet Union seized the four southernmost Kurile Islands from Japan in the closing days of World War II. The dispute over them has prevented the two countries from signing a peace treaty formally ending the hostilities. In November, Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe agreed to accelerate negotiations based on a 1956 Soviet proposal to return the two less populated islands, Shikotan, and a group of islets called Habomai. 'Any mention of handing over the Kuriles…is nothing but an act of treason,' speaker Igor Skurlatov told the rally in Moscow, during which the participants chanted slogans such as, 'The Kuriles are Russian soil.' 'Today we give away the Kuriles, tomorrow we give away Crimea,' he added, referring to the Ukrainian region that Russia occupied and annexed in 2014."

"Russia Condemns British Plans To Build Military Bases"

https://www.rferl.org/a/russia-condemns-british-plans-to-build-new-military-bases/29704244.html

"British Defense Minister Gavin Williamson told the Sunday Telegraph in December that Britain could establish the new military bases 'within the next couple of years' after the country leaves the European Union. Williamson said the expansion would be part of a strategy for Britain to become a 'true global player' after Brexit. (...) Speaking on January 11, Russian Foreign Ministry spokeswomen Maria Zakharova said Williamson's comments were baffling and warned that such plans could destabilize world affairs. 'Of course, Britain like any other country is independent when it comes to its military construction plans. But against the backdrop of overall rising military and political tensions in the world ... statements about the desire to build up its military presence in third countries are counterproductive, destabilizing, and possibly of a provocational nature,' she was quoted as saying by TASS. Russia has military bases in several former Soviet countries. It also operates military facilities in Syria and Vietnam."

"Speaking at a Defense Ministry meeting, Putin said there was nothing to stop Russia and the United States from holding talks with other countries about the possibility of them joining the INF Treaty in a bid to salvage it. 'Yes, indeed, there are certain difficulties with this treaty,' Putin said. 'Other countries possessing short- and intermediate-range missiles are not party to it. 'But what prevents [us] from starting talks on their accession to the existing treaty or starting to negotiate the parameters of a new treaty?' Putin asked. He also said that Russia could easily make and deploy land-based intermediate-range missiles if the United States ditched the accord. 'Whatever the complaints about the treaty, in the current conditions it plays a stabilizing role [and] works to support a certain level of predictability and restraint in the military sphere,' the Russian president said."

https://www.rferl.org/a/degermanification-campaign-gains-steam-in-russia-kaliningrad/29657884.html

"In fact, the entire region seems to have been closing the door for years on its German past, an effort that has noticeably gathered steam in recent months. Kaliningrad Oblast was annexed into the Soviet Union from Germany after the end of World War II as an exclave of the Russian soviet republic. After the collapse of the Soviet Union, the Baltic states and Poland joined the European Union and NATO, and the region and its roughly half-million Rusian citizens were geopolitically isolated. (...) The apparent anti-German campaign in Kaliningrad Oblast made international headlines recently when the Russian government organized an online poll to attach the names of historical figures to regional airports. In the city of Kaliningrad, which was formerly the Prussian city of Koenigsberg, the locally born 18th-century German philosopher Immanuel Kant jumped out to an early lead in the voting. That prompted a campaign against him in which the commander of the Baltic Fleet was captured on video disparaging the thinker as a 'traitor' and author of 'books none of us has read.'"

"The UN's children's agency (UNICEF) has said at least 161 children between the ages of 1 month and 16 years were either betrothed or married off in exchange for a dowry, or sold outright by their parents from July to October in the provinces of Badghis and neighboring Herat. UNICEF said parents were using the money to pay off debts or to buy food. The legal marriage age for girls is 16 and 18 for men, but child marriage is common in rural Afghanistan. UNICEF says incidences of child marriage and child-selling, which are not unheard of in the most impoverished and conservative areas of the war-torn country, have been exacerbated by a devastating drought. UNICEF says around 223,000 people have been uprooted from their homes in the drought-hit western provinces of Herat, Badghis, and Ghor this year."

"Putin claimed that the United States was seeking to use Russia as a scapegoat for the demise of the INF by accusing it of a violation. 'They are looking for someone to blame for this...ill-considered step,' Putin told journalists in Moscow, adding that 'no evidence of violations on our part has been provided.' (...) 'Many other countries -- there are probably more than 10 -- produce these weapons, but Russia and the United States have restricted themselves in a bilateral fashion,' he said. 'Now, evidently, our American partners believe that the situation has changed so much that the United States should also have these weapons.' 'What will be the response from our side? "The United States' top intelligence official has quietly revealed key new details about Russia's alleged violations of a bedrock Cold War nuclear treaty, an unexpected move that comes as U.S. officials push to build new support from European allies. Congress, meanwhile, is gearing up for a new fight over U.S. arms-control policy, even as President Donald Trump's administration intends to withdraw from the 1987 Intermediate-Range Nuclear Forces (INF) Treaty and has signaled lukewarm support for another even bigger nuclear treaty. "A NATO spokeswoman said on November 29 that the military alliance already has a strong presence in the Black Sea region where the incident occurred, and it has no plans to send warships into the Sea of Azov, which lies between Ukrainian and Russian territory, as requested by Poroshenko on November 28. (...) German Chancellor Angela Merkel rebuffed Poroshenko's call for increasing military pressure on Russia, saying 'we can only resolve this in talks with one another because there is no military solution to all of these conflicts.' (...) Addressing Poroshenko's demand that the European Union impose more sanctions on Russia or increase enforcement of existing sanctions against Russia and businesses and individuals in Russia-annexed Crimea, Merkel took a non-committal approach like that adopted by the EU on November 28 when it said it would 'act appropriately' as it continues to monitor the situation. Eine schwere Dürre hat der UN zufolge dazu geführt, dass die Opiumproduktion in Afghanistan um 29% zurückgegangen ist. "The United Nations Office for Drugs and Crime (UNODC) said in its annual report released November 19 that the drop - from 9,000 tons to 6,400 tons - coincided with a decrease in the amount of land area being used for cultivating the crop. The Afghanistan Opium Survey, which is jointly compiled by the UN agency and the Afghan Ministry of Counternarcotics, said a total of 263,000 hectares of land was used for opium cultivation, representing a decline of 20 percent compared to 2017. This is a clear challenge to security and safety for the region and beyond,' said UNODC Executive Director Yury Fedotov."

"'We think globally,' Olena Semenyaka, the international secretary for Azov's political wing, the National Corps, told RFE/RL in an interview at one of the group's Kyiv offices last week. (...) Another thing that has helped, Hrytsenko noted, is that Ukraine's break from Russia and move toward the European Union has allowed Ukrainians visa-free travel, making Azov's outreach easier logistically. In recent months, Semenyaka and other Azov members have taken advantage of that, making several visits to EU countries to meet numerous European counterparts, according to investigations by RFE/RL and the open-source investigative group Bellingcat. (...) Semenyaka described praise of Azov from foreign ultranationalist groups who are increasingly welcoming it as evidence that the organization is taking the right path. And she said it isn't about to let up. Next, she said, Azov hopes to win over larger, more mainstream far-right and populist Western political forces who 'can be our potential sympathizers.' "Italian Interior Minister Matteo Salvini (...), a populist politician known for his hard-line stance against illegal immigration, said Italy does not blame Pakistan's government for Bibi's plight. 'The enemy is violence, extremism, and fanaticism,' he told the radio station. 'Obviously this goes hand in hand with rejecting illegal immigration, which otherwise risks bringing chaos to Rome or Milan,' he said. Salvini spoke after the Italian branch of Aid to the Church in Need, a Vatican organization which helps persecuted Christians, released a message from Bibi's husband. 'I ask and appeal to the Italian government to help me and my family leave Pakistan because we are in danger,' Ashiq Masih was quoted as saying by the organization."

"Putin Says Russia Has Ruled Out Launching Preemptive Nuclear Strikes"

ensively/29552055.html

"The comments by Putin, made October 18 at an international policy forum, jolted nuclear analysts and arms control experts who have worried that the state of U.S.-Russian relations has increased the dangers of a nuclear exchange. Putin told the forum that Moscow would only use nuclear weapons if early warning systems spotted nuclear missiles heading toward Russia. (...) The ambiguity surrounding Russia’s exact position on nuclear weapons use has been problematic for Western officials trying to understand Moscow’s intentions, according to Olga Oliker, director of the Russia and Eurasia Program at the Center for Strategic and International Studies. 'The real danger is...the Kremlin’s failure to communicate its goals effectively to leaders in Washington and elsewhere,' she wrote in an article published by Foreign Affairs, released prior to Putin’s comments."

"Militants Fail To Leave Buffer Zone In Syria's Idlib Under Russia-Turkey Deal"

"Syrian Foreign Minister Walid al-Moualem said Syrian forces are ready to resume their fight to 'eradicate' militants who remain in Idlib, but he said Syria would give Russia time to determine whether they complied with the deal. (...) Moualem said at a press conference in Damascus that it is now up to Russia to judge whether the agreement has been fulfilled, and that may take time. 'We have to wait for the Russian reaction. Russia is monitoring and following the situation,' he said. 'Our armed forces are ready around Idlib to eradicate terrorism if the Idlib agreement is not implemented,' he said 'Idlib, as any other province, has to return to Syrian sovereignty. We prefer to have it through peaceful means, through reconciliation, but if not, there [are] other options.'"
