Learning Democracy and Human Rights – Evaluation 2006-2009 and the way ahead |  |

The conference on the third phase of the Council of Europe’s programme "Education
for Democratic Citizenship and Human Rights", Strasbourg (France) 15-16 April 2010

"The Evaluation Conference held in Strasbourg showed that each phase of theprogramme is going deeper and deeper towards the strengthening of EDC and HREat a national level, as is the collaboration between countries (regional networks). TheConference meeting was mostly dedicated to identifying the challenges and the newworking directions for the next phase. For Andorra, as a small country, thisprogramme helps to build cooperation and lasting relations with its Europeanneighbours on EDC and HRE". (Salvador Sala, EDC and HRE Coordinator, Andorra)
The meeting held at the Council of Europe headquarters aimed not only on sharing
and discussing outcomes of the 2006-2009 programme, inputs and workshops, but
also focussed very much on the planning of future activities. Dissemination and
promotion of the results achieved so far, and as stated above, partnerships and
cooperation, remain key issues.
Contributions in the plenary and workshops were as diverse as the participants. The
degree to which programmes have been implemented in member states also varies.
A common challenge was the need of bridging the gap between policy and practice,
which was stressed by almost all participants. In order to intensify the transition, the
involvement of the main target groups, students and their teachers, should be
strengthened. They must be relevant partners in planning and implementing the next
phase from 2010 to 2014.
"It was only in the last hour of the conference that I realised what I was missing at thegathering which, as it has always been the case, was well thought, planned andorganised: it was the voice of ordinary teachers addressing the participants andspeaking of their success stories, problems and needs and what we, policy makers,researchers, NGO activists, international organisation representatives and EDC/HREcoordinators, can do to facilitate their work in the classroom". From the broad range of suggestions for future activities, the following one could
possibly contribute to a higher visibility of the EDC/HRE programme on national und
European level: On 11 May 2010, the Recommendation CM/Rec(2010)7 on theCouncil of Europe Charter on Education for Democratic Citizenship and HumanRights Education was adopted. The Charter – which was developed over a period of
several years with wide consultations – will be an important reference point for all of
Europe and will be used as a basis for the Council of Europe’s future work in this field
in the coming years. Inauguration of the Charter and teaching materials should be
organised on the CoE level. In addition each Member state should organise national
launching of the Charter to raise awareness for the further work.
