Results of the Workshops

Introduction

From the 28th of February till the 1st of March 2003 more than 170 mostly young people between 17 and 25 years old followed the invitation of Politeia Network to participate in the conference "Europe United? Citizens´ Participation in the EU Reform Process". They came from 26 countries, among them 13 EU-member states, 9 candidate or accession states and 2 non-European countries.

The conference was conceptualised in order to provide the participants with the opportunity to get background information, expertise and comments of different experts (i.e. members to the European Convention, members to the youth convention, scholars ) about the current stage of affair of the European Convention.

In addition, it was a main goal of the organizers to create a forum where the participants´ own expectations should be discussed and where they should formulate their recommendations and proposals to the recent constitutional debate.

The attached proposals were elaborated in three workshops in the morning and in three workshops in the afternoon of the second conference day:

Workshop I: On the Way to a European Constitution?

Workshop II: Freedom – Security – Justice. Towards a Common Internal and Security Policy in the European Union?

Workshop III: Democratization of the European Union

Workshop IV: Economic and Social Governance in the European Union

Workshop V: The European Union as Global Player?

Workshop VI: Civil Society and Communication on a European Level

Within the workshops the participants had to elaborate a restricted number of focal points and to formulate recommendations to the European Convention. Only those proposals that were supported by a majority of 2/3 of the workshop members were integrated into a list of recomendations.

On the last day of the conference the members of the different workshops had the opportunity to present their workshop results to the plenary and to gain the support of the plenary for the several aspects of the respective lists of recommendations. The plenary excepted the voting by simple majority .

Attached the lists of recommendations of all 6 workshops. The results of the different groups have not finally been harmonised with each other and integrated into one paper, consequently they have to be regarded as seperate documents. The support or disagreement that has been expressed by the plenary votings according to the respective recommendations is reported.

To provide further information the conference programme and a short report about the conference is also attached in order to provide detailed information.
