"France to ban Turkish 'Grey Wolves' after defacement of Armenian memorial"

"The dissolution of the Grey Wolves will be put to the French cabinet on Wednesday, Gérald Darmanin told a parliamentary committee. 'To put it mildly, we are talking about a particularly aggressive group,' he said. His announcement came after a memorial centre outside Lyon to the mass killings of Armenians in the Ottoman Empire, regarded as genocide by Armenia and France, was defaced with pro-Turkish slogans including 'Grey Wolves' and 'RTE' in reference to Turkish President Recep Tayyip Erdogan. The incident in the town of Décines-Charpieu came against a background of intense communal tensions in France between its Armenian minority and the Turkish community over the conflict in Nagorno-Karabakh."

"Putin says Karabakh deaths soaring as diplomats scramble"

"Putin said in a televised appearance Thursday that both sides had incurred losses nearing 2,000 people in fighting that has seen thousands of people displaced and both sides levy allegations of war crimes. 'The total number of deaths is already nearing 5,000,' Putin said. Armenian separatists and the Azerbaijani military claim to have inflicted devastating losses on the other side in terms of military hardware and military personnel. Yet the confirmed death toll from the most recent outbreak of fighting that erupted on September 27 is just under 1,000 including civilians -- a figure that is believed to be much lower than the real human cost since Azerbaijan has not disclosed its military fatalities."

"For a teacher in France, a lesson on freedom of expression was followed by death"

"The middle school teacher knifed to death on the street of a Paris suburb on Friday showed his teenage students a cartoon lampooning the Prophet Mohammed as part of a class on freedom of expression earlier this month, parents said. (…) Friday’s attack came as Macron’s government works on a bill to address Islamic radicals, who authorities claim are creating a parallel society outside the values of the French Republic. France has the largest Muslim population in Western Europe with up to 5 million people, and Islam is the country’s second largest religion. Local centre-right lawmaker Antoine Savignat said, 'If we cannot talk about the Charlie Hebdo caricatures in school, we end up in denialism... In France, the country of freedom of expression, this cannot be allowed to happen.'"

"Fighting escalates in Nagorno-Karabakh, sparking fears of regional conflict"

"The two sides pounded each other with rockets and artillery in the fiercest round of the decades-old conflict in more than a quarter of a century. 'This is a life-and-death war,' Arayik Harutyunyan, the Nagorno-Karabakh leader, told a briefing. Any move to all-out war could drag in major regional powers Russia and Turkey. Moscow has a defence alliance with Armenia, which provides vital support to the enclave and is its lifeline to the outside world, while Ankara backs its ethnic Turkic kin in Azerbaijan. 'We haven’t seen anything like this since the ceasefire to the war in the 1990s. The fighting is taking place along all sections of the front line,' said Olesya Vartanyan, senior analyst for the South Caucasus region at Crisis Group."

"Macron accuses Lebanese leaders of 'betrayal' over failure to form a government"

"French President Emmanuel Macron on Sunday accused Lebanon's leaders of betraying their promises over their failure to form a government in the wake of the Beirut port blast. He gave the country's political class four to six weeks to implement his roadmap but ruled out immediate sanctions. At a rare news conference devoted to Lebanon, Macron said the political elite had decided 'to betray' their obligations and had committed 'collective treason' by failing to form a government. Lebanon's premier-designate Mustapha Adib stepped down on Saturday, saying he had been unable to form a reform-minded government. 'They have decided to betray this commitment (to form a government),' Macron told reporters, declaring he was 'ashamed' of the country's leaders."

"Palestinians decry normalised Bahrain-Israel relations as a 'stab in the back'"

"'The leadership is very upset,' said Sari Nusseibeh, a former top official with the Palestine Liberation Organisation. 'But I don’t think they are more upset than in the past about the Arab world in general. Palestinians have always complained that the Arab world has not stood behind them as they should have.' The Palestinian cause had already become less central as the region has been rocked by the Arab Spring upheavals, the Syria war and the bloody reign of the Islamic State jihadist group. At the same time, hostility has deepened between US ally Saudi Arabia and Iran, its Shiite Muslim rival which supports proxy forces from Syria to Lebanon. 'There have been all kinds of problems in the Arab world — disputes, revolutions, civil wars, tensions between different Arab countries,' said Palestinian analyst Ghassan Khatib. 'Palestinians are now paying the price for the deterioration in Arab unity.'"

"Belarus leader proposes vote on constitution reforms"

"Lukashenko has twice before held such referendums, pushing through changes that strengthened the role of the president. On Monday, he acknowledged the country's 'somewhat authoritarian system'. Russia has backed constitutional reforms in neighbour and close ally Belarus after President Vladimir Putin in July pushed through reforms allowing him to serve more terms. Lukashenko's proposals on Monday focused on court reforms and rejected calls by the opposition to go back to the country's 1994 constitution that was later modified to give the president more powers."
