Before giving your final confirmation to attend the event and before booking any tickets, please read these Terms & Conditions carefully since they are legally binding.
They replace the usually applicable General Terms and Conditions for the payment of travel costs by the Federal Agency for Civic Education (Bundeszentrale für politische Bildung/bpb).
General conditions for participation
Personal requirements
Participants must be between 18 and 30 years of age by the date of 6 September 2022.
All participants from abroad must have valid travel documents at the time of travel to enter Germany. These are a valid identity document and, in certain cases, a valid visa (for more information, please visit the website of the Externer Link: Federal Foreign Office). It is the responsibility of participants to obtain all information about currently valid entry conditions for their country of origin, also with regard to potential entry restrictions due to the coronavirus pandemic.
A valid identity document is also required when checking in at the hotel and receiving the histoCON badge.
The histoCON addresses committed young people. Strong motivation and interest in the histoCON 2022 topics are a prerequisite for attending.
Language skills
The workshops on offer are held exclusively in English. Fluency in English is, therefore, a prerequisite to participate in histoCON 2022.
Application to participate
The application to participate in histoCON can only be made by filling in the registration form on the bpb homepage during the application period. An application will only be considered if submitted in English. We will review all applications received during the application period.
Travel allowance and arrival
Travel allowance
The Federal Agency for Civic Education pays a lump sum as a financial contribution towards your travel costs (one-off payment). This allowance depends on your country of origin, based on your current place of residence that you provide when registering. Please note that, irrespective of your actual travel costs and without the need for verification, only the applicable allowance will be paid.
The travel allowance may be used to cover all costs incurred on your trip, e.g. transportation, insurance, visa and luggage fees etc. Any additional costs over and above the allowance will not be reimbursed; they must be paid by the participants themselves.
When travelling by train, costs exceeding the travel allowance may be reimbursed upon request (see "Sustainable travel management").
Conditions and payment of the travel allowance
The travel allowance will be paid during the event on location in Euro (cash). It is not possible to pay the allowance in other currencies.
A prerequisite for the payment of the travel allowance is the continuous participation in the workshop programme and all binding programme elements of the histoCON 2022 (from Wednesday, 7 September, 18:00, to Saturday, 10 September, 21:00). Attendance will be checked with a registration system on site. Participation in the programme of the event is mandatory. Make sure to plan your arrival and departure in such a way that you will be able to attend from beginning to end.
The travel allowance will not be paid before the start of the event or after its conclusion.
Sustainable travel management
In keeping with relevant requirements of the German government, histoCON will be organized and held as sustainably and climate-neutral as possible. We support the use of eco-friendly transportation, especially rail transport.
We would like to ask participants from Europe to consider coming here by train. Should rail travel costs exceed the travel allowance, the full amount can be reimbursed when you submit the original receipts (second-class tickets; please book early and use special offers). Booking the trip
It is your own responsibility to book the trip. Please book only after receiving the final confirmation of your participation and sending your return confirmation to the organizers. Without a final confirmation from us, you are not entitled to receive the travel allowance. Book your trip as soon as possible after receiving your final confirmation to avoid costs. Accommodation and meals
The bpb will provide you with accommodation between 7 and 11 September 2022 if you say so in your registration form. Please let us know if you only need accommodation for some of the days. Otherwise, we would have to charge cancellation costs to you (see rules under “Cancellation”). You may extend your stay but need to book and pay for that on your own. Please note that we are unable to cover the costs for alternative accommodation.
Participants will get breakfast, lunch and dinner throughout the entire event. Drinks and coffee will be available throughout the day.
Please note that we will only offer vegetarian/vegan food.
Cancellation
Please inform us as soon as possible should you be prevented from participating in histoCON 2022 or if you do not use the accommodation provided for other reasons.
Please note: When cancelling your participation after the receipt of your return confirmation (final registration) or when failing to participate without prior notice (no-show), you must pay any travel expenses already incurred as well as, if applicable, the fees the organizers have to pay to cancel the booked accommodation. We recommend to take out travel cancellation insurance.

Information on Covid-19
All participants have to comply with official entry requirements such as compulsory registration, evidence provision and, if applicable, mandatory quarantine as well as any measures imposed by local authorities and, if applicable, also pay the associated costs.
A specific hygiene concept will be in place for the event and for all participants on site comprising rules of conduct and entry prerequisites.
To gain admission, one of the following conditions must be met:
Proof of full vaccination (presentation of vaccination certificate). Proof is valid two weeks (14 days) after the second vaccination.
Proof of recovery from a SARS-Cov-2 infection, no older than three months. Proof is valid upon presentation of a positive PCR test at least 28 days old.
Presentation of a negative test result of the same day. The test must be done by a certified provider.
We reserve the right of updating these conditions in case of legal changes.
