Question 1:

Which organ of the EU do eligible EU voters elect every 5 years?

  • European Commission

    • European Parliament

  • European Council

  • Council of the European Union

The European Parliament is the only organ of the EU which is directly elected every five years by eligible EU voters. The next Elections to the European Parliament will be held from 23–26 May 2019.

Question 2:

The European Parliament is essentially separated according to which feature?

    • party affiliation of the Members of Parliament

  • nationality

  • the decision about the partition is made by the Bureau of the Parliament

The Members of the European Parliament are elected every five years based on national party lists. Ideally, they represent the party system of their home country. Within the European Parliament (EP), the Members of the European Parliament work together according to their political orientation.

Question 3:

How many member states does the EU have? (as of February 2019)

  • 24

  • 26

    • 28

  • 30

The EU currently (as of February 2018) consists of 28 member states. De jure, the United Kingdom remains a full member of the EU until the negotiations about the British withdrawal from the European Union are concluded. Until then, the United Kingdom maintains all rights and obligations of its membership. The Elections to the European Parliament in 2019 are expected to be the first ones after the British exit from the European Union. The EU will then consist of 27 member states.

Question 4:

The European Parliament meets in:

  • Milan or Madrid

    • Strasbourg or Brussels

  • Geneva or Lyon

  • The Hague or Ghent

The European Parliament’s official seat is in Strasbourg. The parliamentary committees meet in Brussels. Thus, the Parliament meets in both cities. The official seat of the General Secretariat of the Parliament - that is the official seat of the European Parliament staff - is in Luxembourg.

Question 5:

The number of Members of the European Parliament (who represent a particular member state) depends on:

  • the economic power of the member state

    • the population size of the member state

  • the member state’s land area

  • the member state’s defence budget

The number of Members of the European Parliament depends on the population size of the member state.

Question 6:

There is a special feature regarding the smaller member states within the European Parliament. What is it?

  • Since small member states may only delegate a few Members of Parliament, the small member states appoint a representative who defends their interests in Parliament as well as in the Bureau of the Parliament

  • To defend their interests in Parliament, the small member states have to make sure that every single Member of Parliament attends every meeting of Parliament – this also applies to votes which are not recorded

    • Small member states have a minimum number of Members of Parliament they delegate. Hence, they are over represented in Parliament

Compared to larger member states, small member states are allowed to delegate more Members of Parliament with regard to their population size. This is supposed to ensure that the interests of small member states will be heard. Small member states have a minimum number of Members of Parliament they delegate.

Question 7:

The European Commission is the only organ of the EU which is entitled to:

  • appoint the President of the European Council

  • pass a new law

  • approve the budget of the EU

    • propose legislation to the European Parliament or to the Council of the European Union

Question 8:

What is the European Commission also referred to?

  • Fighter for the Rights

    • Guardian of the Treaties

  • Protector of the Borders

  • Herder of the Market

The European Commission holds the administrative reigns. Because it is in control, the Commission may admonish member states or impose fines if member states fail to obey the law or if they break commonly approved rules. Thus, it is also called “Guardian of the Treaties“.

Question 9:

The Council of the European Union is also referred to as the:

  • European Council

  • European Union of Councils

    • EU Council of Ministers

  • United Council of the EU

The Council of the European Union is also called EU Council of Ministers because it is composed of all ministers with their specific remits. The Council of the European Union is not to be confused with the European Council: the latter is made up of the Heads of State and Government of the member states as well as the President of the European Council and the President of the European Commission. The EU Council meetings are often referred to as EU summits.

Question 10:

The following organ is responsible for foreign affairs and security policy:

  • NATO

    • Council of the European Union

  • European Agency for Defence

  • General Directorate for Internal and External Security

The foreign affairs and security policy of the EU has been gradually developed over the years and allows the EU to act with one voice on the international stage. The member states have much more influence jointly than they would have if each member state defended their own interests. The Council of the European Union is responsible for this.

Question 11:

Important political actors meet regularly at the European Council. Who are they?

  • the Foreign Ministers of the member states

    • the Heads of State and Government of the member states

  • the responsible ministers of the member states – according to the current issue discussed

The European Council is made up of the Heads of State and Government of all 28 member states and the President of the European Commission as well as the President of the European Parliament.

Question 12:

General political directives and priorities of the EU are determined by:

  • the Eurovision Ministry

    • the European Council

  • the European Cabinet of Priorities

  • the European Commission

Although the European Council is not authorised to pass laws, it sets the political objectives of the EU. That is to say, the European Council sets the agenda for current political issues, such as inner security, international relations or migration.

Question 13:

What are the prerequisites the people who offer themselves as candidates for President of the European Council have to fulfil?

    • they are not allowed to execute a national office

  • they have to have been minister for inner security

  • they have to execute a national office

    • they have to be EU citizens

Since the Treaty of Lisbon, the European Council elects a President for a term of 2 ½ years (before this arrangement, the rotation of Presidency took place half-yearly). The Presidential candidate is not allowed to execute a national office. The president is not eligible to vote in the Council, but they chair meetings and they represent the EU abroad when meeting other Heads of Government.
